Yes, I double-checked this quote: Orwell actually wrote it. It’s from the ‘Preface’ to Animal Farm.
While I’m quoting him, I should note that Orwell also had this bit of wisdom about the human condition (from 1984):
“If you want a picture of the future, imagine a boot stamping on a human face—for ever.”
